Develop a cart recovery website -- 2

I already have a website and this new website needs to connect to it. My website allows users to save shopping carts to one location. I need a developer to develop a cart recovery platform that will be used by the companies who integrate with my API. The majority of the development is backend development. I have draft sketches available already.
