Develop app for android and apple

Looking for a coder that can assist in making an app for android and apple platforms. Developing for United States customers first. It will include having data for cities/states/zip code in every state in the US. Will need to include pricing insurance on each item used, customers will have to create an account to log in, fill out bank account information for depositing funds into their account, merchant account for receiving funds, ratings and reviews tab. This will be a rental application so I know there are already some backends in place for this type of app.
