Re-Develop Wordpress Website - Blocks Functionality

I'm seeking a WordPress professional to enhance the functionality of my website. We want to re-develop the theme as well as making it more robust. You should be confident in English and know front end & back end to develop what I need. I want to still be able to edit pages such as homepage using the blocks functionality in wordpress. I also want to amend and change the navigation via wordpress rather than the code. For some of the pages, i have figma, the rest of the pages should be as per the actual website now. Can this be done / can you help?
