Develop Web Application to Register User Details for an NGO

A web application is to be built to be able to register new members
for an NGO in a state of India.
Detailed software requirement specification document is attached here.

On a high level, Major features required are user registration, user
login, restricting data across different users of the app, generating
periodic reports.
The entire application should be scalable with options to easily
change features/expand, must be resilient and data stored securely
(since a lot of Personally identifiable information (PII) data would
be stored).
Hence end to end web application & data security (at-transit and
at-rest) should be diligently considered
It is suggested to use Opensource/Freeware tools/libraries and hosting
platforms as much as possible.
The goal is to develop a scalable, resilient, fault tolerant, easy to
use and cost effective application with good code quality, zero code
leaks/smells and enterprise design principles followed.
Should deliver application atleast within two three weeks if possible.
