Develop a SCORM player and tracker

I am looking for someone to create a SCORM player and tracker with specific features. The idea is that when I put the path of a SCORM file or zip, and $student_id in a variable, it will automatically play the course and continue where the student left (because in database it will record its advancement) and depending on the $student_id it continues depending on what's recorded in database. Also we need to create tables that will record the student's evaluations test and his grades.
this SCORM player should be compatible with any scorm course that we upload, just by changing the path, it must be compatible and create the necessary tables.
The developer must have a very good knowledge of scorm & php & javascript, the idea is similar to Scorm Cloud website, but a bit more basic just recording the grades and the time and the evolution of the student watching the course.
