Desktop Auction Sniping Application

Budget: $250 – $750 USD

I want a small application that runs on my local network for placing last minute bids on different auction sites. Some of these sites have resisted automation attempts by online SAAS sniper services. Therefore, I'm looking for something local, that will keep a list and execute last second snipes.
* the auctions I'm following
* Close time
* time before close to place a bid (from 3 seconds to 5 minutes depending on the auction site)
* bid amount

It will also need to have these features:
* Keep updated clock time versus time.gov
* Keep usernames / passwords for logging in (and make sure the bot is logged in before placing the bid)
* An interface for keeping track of the information ...
* Some randomization of movement / timing so that auctions can't determine that a bot is sniping
* ability to edit, delete snipes up to a few minutes before they are activated
* ability to access the database from our local network (the bot will run on a dedicated machine ) so that I can access the info from my desk or remotePC
* placing the bids using the web interfaces of the varying auctions ( a couple of examples are shown in the attachments)

Future considerations
* flexibility to add other auctions in the future
* flexibility to add a scraping module for auction item search, storage, query, and selection for sniping

My back of the envelope thinking (which is not set in stone) would be something using:
* Selenium IDE, ui.vision, or similar RPA
* IndexedDB on our local network
* PHP / JavaScript / VBA for the front end and logic
But this project is beyond my expertise, so I'd be open to your suggestions of how best to do this. Please ask any questions before bidding. Thanks for your interest.
