Design and implement an ecommerce website

We need a freelancer to design and implement a webstore that should include the following:
1. The project is single vender ecommerce.
2. Functionalities needed:
a. Pull the products and services from our locally hosted database of the ERP system.
b. Create a new product or service which will eventually create the entry in the database of the ERP system.
c. The ERP system has multiple stock locations and website should list the item stock quantity depending on user geo location.
d. Separate (Sale) page which shows items currently in discount.
e. Different product categorization.
f. Content management capabilities.
g. Promotion & discount code tools.
h. An easy-to-use checkout.
i. SEO friendly code and layout.
j. Advanced eCommerce SEO capabilities.
k. Reporting tools & custom report features.
l. Email marketing features or integration.
m. Multiple payment options (Credit card, PayPal, PO, Terms, etc.)
n. The ability to scale & add new eCommerce features
o. Website should be having two languages English and Arabic.. Arabic will be (right to left). And we will provide the translation of the menu items.
p. Connectivity with ERP software ( Focus Softnet 9 ). API will be provided.
q. Connectivity with Shipping Companies and compare the rates. ( API will be provided ).
r. Connectivity with SMS gateway. ( API will be provided ).
s. System should generate and email order confirmation and order tracking.
t. Each user should have login account to view and track past orders, store his details and addresses so that it gets automatically filled out when placing order.
u. Admin should have the ability to create users with different level of access to manage the store.
v. MFA required for Admin users.
w. Search engine enhancement to make all products hashtags and details easier to be reached.
x. Users can subscribe/ Unsubscribe to the mailing list campaign.
3. Project to be hosted on the cloud as per the suggestion of the freelancer following the highest possible security standards with a well rebutted hoster ( Ex. Google, Microsoft, Amazon,, ETC. ).
4. Budget for the project is around USD 3000.
5. Handover time to be discussed.
6. Free revisions for the period of 2 months after handover.
7. 1 year free support after final handover.
