Delhi WhatsApp Services Chatbot

I need a production-ready WhatsApp chatbot dedicated to Delhi that lets residents ask a single question and immediately receive reliable information on:

• healthcare facilities and emergency numbers
• public and private transportation routes, timings, fares
• schools, colleges, short-term courses
• government offices and citizen services (licences, certificates, utilities)
• wholesale and retail business listings, including contact details and hours

Core requirements
— Runs on the official WhatsApp Business API (Twilio, Meta Cloud API, or a comparable compliant provider).
— Conversational flow in at least English and Hindi from day one, with the architecture ready for more languages.
— Free-text intent recognition (Dialogflow, Rasa, Microsoft Bot Framework—your call) so users can type naturally instead of clicking rigid menus.
— An easily updatable database or CMS where I can add, remove, or edit service details without redeploying code.
— Fast response time (<3 s average) and graceful handling of typos or incomplete queries.
— Hosting and deployment fully set up under my own accounts; handover must include source code, environment variables, and step-by-step deployment notes.

Acceptance criteria
1. I can message the bot from my personal WhatsApp number and retrieve accurate data for each of the five service categories above.
2. Switching language mid-conversation returns replies in the new language automatically.
3. Admin panel updates appear in the bot within five minutes without downtime.
4. Complete technical documentation plus a 30-minute walk-through call.
