Database search using manticore, PHP / HTML / CSS Results Returned

I am looking to create a database search using Manticore, PHP, HTML and CSS. This search needs to use full text search in order to return the results which will be HTML formatted. I am looking for someone who is an expert in database search technology and programming languages such as PHP, HTML and CSS. The database search must use Manticore as the main language for it to function appropriately. The deliverables for this project should include the completed search function, with HTML and CSS results formatted properly.
