A Database driven website for an international staffing agency (PHP/MySQL)

Intro : A start-up planning to develop a website for its staffing agency for engineers all over the globe and to be the intermediate for them and the potential recruiters in gulf countries .
Features of the website :
-Offering two platforms :
== One for the potential recruiters:
°The platform needs to allow the recruiters to create a profile with the company’s info and to create job offers
° The platform needs to provide them with a Search and Sorting option to select the perfect profile that matches their Job offer .
°The sorting needs to be performed based on the field of expertise , years of experience , languages spoken , the ability to travel ( + whether they have a valid passport and/or VISA ), date of availability , Minimum wage…etc
°Potential recruiters should be able to examine the profils and CVs and their contact after paying the monthly or the annual fee
°The access to the recruiters platform is paying , via a direct Bank wire or Credit card
°The platform needs to give the recruiters the ability to rate the candidates from 1 to 5 stars and leave a comment/feedback to be seen by other recruiters .
==One for the candidates ( engineers ) :
° The platform should allow them to create a profile , upload a picture and a Detailed CV that will be approved by our team in less than 24h
° Candidates need to answer some questions about their availability , their ability to travel , minimum salary …etc ( further details will be communicated later )
°Candidates need to receive notifications when their profile is being viewed/examined by a potential recruiter
°Candidates can use the search option to filter job offers based on the field , the country , the salary ….etc

-Development of admin dashboard and functionality of frontend with My SQL
-Deployment and code handover
Requirements :
The developer needs to update his work on a daily basis via a video-conference ( Skype )
needs to be flexible and to adapt to any updates or additional features or any further details.
Needs to have a fluent english or french
Needs to have experience in web development and database tools
Needs to be fully dedicated to this job and to reserve the rights and the confidentiality of the work.
