Database & dashboard software

I am looking for someone to design a software that allows for multiple users to enter data for different categories and can generate dashboards and will will allow to retrieve required data based on reported dates and year to date data and highlights underperformance based on fixed bench marks that will be provided. the software must allow multiple users to enter data and allows to be shared so the users can enter the data from different locations. (eg. web based or shared location etc.)
