DEVELOPING of small AI-PHP Starter Project

Who can develop me a small PHP project to generate own text version from set of keywords or from other text?
It should use new GPT3-Mod API for quering (Artificial Intelligence and NLP):
I need the following functions:
1) make new text blocks e.g. 60-100 words) from bunch of before added longer texts
2) recognize Topics from longer texts (these text are saved before in MYSQL DB)
3) everything should be loaded/saved from/to mysql db
4) simple Formula backend to copy/save texts (words)
5) i need all modules in PHP (not in python).
You need experience in semantics content or better in AI Content Generation
