Cyptocurrency Gateway API

Hello. Please read this in its entirety. Don't propose and waste my time. Make it a reasonable offer. Highlight your experience and questions and any other topics you want to cover.
You need to make an API (in any language such as MERN/MEAN stack, Python Flask/Django or PHP, etc) that has the ability to generate a cryptocurrency address and hold its address and private key in a secure way (or if you have any other ideas for the cryptocurrency gateway and scan for a specific transaction to that address. Please highlight what you will be building the API in within your proposal/offer.
THIS FIRST VERSION WILL ONLY COVER BTC - BITCOIN ONLY.
Basically, it is something like Coinpayments, Bitpay or Coinbase commerce API for cryptocurrency. THIS IS NOT A PROJECT WHERE YOU INTEGRATE THESE APIS WE ARE MAKING OUR OWN REALLY BASIC ONE.
Localhost will be replaced by an actual website name but in the description, I shall refer to it as localhost.
localhost/genTransaction
For example, the merchant will start a transaction with the following parameters:
amount - in BTC (for example 0.00125 BTC)
API key - authentication
The API will provide the cryptocurrency address and a transaction ID (only related to the API) in a return request (at this point only we will cover BTC - bitcoin).
The API should occasionally scan the address for transactions on the Blockchain that match the amount exactly that was requested. If it is found it will change the transaction to completed and the merchant can use the API to scan if the transaction was completed every few seconds or so host.
The merchant can use:
localhost/transaction
to see the status of the transaction
After 24 hours if the transaction has not finished the transaction will automatically wipe from the server.
This must be of quality and delivered on time. You also agree to sign the IP agreement at the end of the project after I have approved the delivery and before releasing the milestone.
