Customer complaints system BRD

I am looking for professional freelancer, who is welling to help me to develop a detailed business requirements documents for web-base customers complaints system. You must have a relevant experience and must be welling to work within short period of time.
the system will be either used by the companies and their own customers services agents or companies can appoint our company to receive complaints , investigate allegations , and provide final resolution recommendations. Thus, the will be two type of subscription : user license agreement and full complaint management service agreement.
System features will include:
- anonymous complaints reporting (reporter will never be requested to disclose his/ personal information and temporary log in details will be auto generated by the system for follow up and additional enquires)
- system administrator: this will be for the company to create users accounts, manager system variables, system parameters, and generate reports
- complaints investigation: this will be used to investigate reported complaints, provided recommendations and final resolution.
- dashboard: generate different instant reports
Maker and checker process is a must
Audit trails must be maintained
Duel Authentication for all long in is required
Some section require information encryption
ISO 27001 and non financial information security standards must be considered
Recommendations for design language must be provided
