Custom form to write to local SQLite file

I run a gaming service and the program that hosts/manages the games runs on a laptop and stores it’s data, player names, states, game stats, and that the program pulls all of its relevant data from is a local SQLITE file.
When new players are added they must be added within the program by the gaming supervisor.
I am looking to move the SQLite file to a network drive so that I can implement a Kiosk so players can self register.
I am looking for someone that can create a form that can write the players information to this local SQLite file so that players can register themselves.
