I need a custom plugin that will play a similar role to the WordPress update notification system.

The plugin should perform the following functions:
- Update Specific Pages: The plugin should be able to update specific pages and notify users about the updates. This will ensure that users are aware of the changes in their network.
- Notification Display: The updates should be displayed as dashboard alerts. Users can easily see the updates when they log in to the website.
