Custom WooCommerce Plugin for Order Status Notifications

I need a custom WooCommerce plugin that adds a new order status, "Service Done". When I manually change an order's status to "Service Done", I want the plugin to send two emails: one to the customer, and one to the shop.

Email to Customer:
- Subject: "Service Done"
- Header: "Service Done"
- Body: "Dear CUSTOMER NAME, our service is done"

Email to Shop:
- A hyperlink to WhatsApp, sending a message to the customer's phone. The hyperlink text should be: "Hi CUSTOMER NAME, your service is done"
- Subject: "WhatsApp Notification"
- Header: "WhatsApp Message"
- Body: "ADD BUTTON WITH HYPERLINK TEXT"

Requirements:
- Both emails should integrate seamlessly into the "Emails" setting, using the default WooCommerce styling.
- The plugin should be compatible with the latest version of WooCommerce only.
- Email templates should be stored in the plugin folder for easy migration.
- You should check the customer's phone number, convert it to the correct WhatsApp format.
