Custom WooCommerce Order Notification Plugin

I'm looking for a WordPress plugin that integrates seamlessly with WooCommerce. After an order is placed, this plugin should make a URL call and pass along the Order ID, Phone Number, and Name of the Customer via a query string.

The ideal candidate for this project should have:
- Extensive experience in WordPress and WooCommerce development.
- Proven track record of creating custom plugins.
- Strong understanding of URL calls and query strings.
