Custom Responsive Website with CMS

I have a website design and prototype ready in XD. I would like that website to be built in the best technology possible for integration purposes. I will need the entire frontend (responsive from mobile to the largest screen) along with the CMS backend as well.
I will also require documentation & user manuals for all future edits
