Custom Rebate Website app and website

Looking to create a website and app (iPhone/Android) that functions similarly to topcashback.com. We supply art and wireframes, composed with Adobe XD. Must have full user management capability as well as the ability to monitor the status of payments from affiliates. Need a timeline and estimate of total time and cost with your submission.
