Custom Payment Gateway Development

I need a custom payment gateway portal developed with certain features.I want a gateway like portal from where I can accept payment from client and do payout from it so funds won't get blocked in between. This is the concept who so ever register in that portal I can see there deposits and withdrawls and I will charge few percent on there payouts. This is for my gaming business clients.

- The payment gateway should be able to accept transactions primarily through bank transfers.
- It should have an SSL certificate for ensuring secure transactions.
- Automatic currency conversion is not necessary, as I will be using a single currency for now.
- The system should be developed in a way that facilitates seamless payment acceptance from clients and easy payouts from my end, without the funds getting blocked in between.
- In terms of security, the only mandatory feature I'm looking for is an SSL certificate.
