Custom Laravel/PHP Insurance System Development

I'm looking for a skilled Laravel/PHP developer to build a bespoke, standalone insurance system for me. This system should have two levels of user access: Admin and User. While I haven't specified exact functionalities yet, the system should be flexible enough to incorporate features like claims processing, policy management and user registration and login in the future. Setup in a new server.
