Custom Core PHP CMS Development

I'm looking for a seasoned PHP developer to create a bespoke, lightweight CMS in core PHP and MySql (no frameworks). The system will manage a simple website and should include the following features:

- Login system
- Page creation functionality
- Event and blog post creation
- Menu management
- Centralised media upload location for pages and posts
- Automatic sitemap generation with each update

This CMS should be similar to WordPress, but on a smaller, less complex scale. The user roles will be strictly 'Admin only'. The CMS should support media uploads of 'Images' and 'Documents', with 'Videos' upload capability being unnecessary.

Ideal candidates should have:
- Solid experience in core PHP development
- Previous experience in CMS development
- Understanding of simple user interface design
- Ability to implement automatic processes in the backend
