Custom Coding

We have a very detailed website we need a great coder to be able to code.
The website is a listing website that allows users (guests) to search, find, and reserve. They can also login and cancel their reserved item.
The website also allows a certain type of 'business to sign up using a valid Credit Card and pay a monthly fee, automatically charged monthly, that goes into our PayPal account. They can also use the same card to purchase 'Promotion Upgrade' to move their item to the top, 2nd, or 3rd spot. (all the way to the top 10) their item will show 'promoted' at the top.
There need to be notifications set up for email to the CUSTOMER and BUSINESS when they reserve is placed and one if it is CANCELLED.
Our PSDs are designed for the majority of the project, there is only a few pages that are not designed that you'll need to be creative and code to look like the other design pages within that section.
Customer Portal - Business Portal (owner) - And our portal to be able to activate, deactivate, see how much money is being made, whose passed due, who is new, pending reviews that we need to approve for each business, etc.
There is a website that is basically our competition, but I want our site to do what they do but BETTER.
I want our website to have elements that fly in, html5 stuff, beautiful display, etc, and of course mobile friendly.
ABSOLUTELY NO WORDPRESS! This needs to be custom coded and SAFE, installed on our server with security in place. We'd like it where if a business owner is logging in also have a text code sent to them automatically so they can verify their identity.
