Cross-Platform Plumbing Service Management Program

I'm looking for a skilled developer to create a robust and streamlined program that can operate across both mobile devices and PCs for my plumbing service company.
Key features I need this program to have include:
- A Flat Rate Book: This pivotal component must have the capability to not only display our standard tasks and rates but also allow for tasks to be added. It must allow items to be clicked and dragged to generate multiple options for composing a custom invoice.
- Dynamic Invoice Creation: The ability to produce different options to choose from. When an option is chosen it needs to be sent to an invoice. Along with standard task selection from the Flat Rate Book, it must include a signature spot, the ability to add additional notes and terms, and provide an option to include the company logo and contact information. These invoices need to be exportable as PDF documents.
The ideal freelancer for this job should have experience in cross-platform software development, with a special focus on mobile and desktop program compatibility. Proven history in building calculation and invoicing features is also critical. Familiarity with plumbing or service industry software would be an added plus.
