Creation of a client portal

I am looking for a person who can create a portal for a company for their clients. The platform will allow clients who have access to log in to view and download the various resources available.

Back end: creation of client credentials / profiles, adding and managing resources, Content update

Front end : Connection to the platform, consultation and downloading of resources
