Creating a online portal for data entry similar to the excel files

I am looking to hire a freelancer who can create an online portal for me that is similar to excel files in terms of data entry. The portal should have advanced data manipulation capabilities and additional security features for added protection. Furthermore, I prefer the portal to be web-based.
