Create a user dashboard with integrated payment, messaging and file sharing options.

The project is a website where buyers can buy user-generated advertisements/content created by influencers/users on our website. The project is for the dashboard page app only. Example site: https://manage.billo.app/ (login credentials later in the description).
Skill requirements:
Any of the following Vue, React, Laravel, or angular.
Basic understandable English (I want to be able to add different languages within the app directory)
Knowledge of various integration options
Meaningful Human Readable Comments inside of the created project. A junior/mid-level developer (like me) should be able to understand the code by reading the comments.

The dashboard should be created for 3 different user types:
1. Buyer
You will automatically get access to a buyer account after registering for the website. The buyer should be able to save a product to their account, create a task for creators to apply to, accept creator applicants, pay for the task, and add shipment info to the dashboard visible to the creators.
2. Creator
A creator account can only be made by an admin. The creator can find tasks in a task list to apply to. After having applied and being accepted for a task, the creator will receive a task in their personal list to complete with a deadline of max 30 days after receiving their product. After completing the task, the creator can upload the created advertisement/video for the buyer to see. After the buyer accepts the video, the creator will receive a balance in their personal account which they can collect whenever they want. After collecting the balance, it will be paid out automatically within a few days (possibly using Stripe/PayPal integration).
3. Admin
The admin should be able to see various analytics e.g orders receiver AOV, revenue, and sessions. The admin can create users, edit users and remove users. The admin can also send invoices.
