Create a tool to create/register new accounts

I am looking for a full stack developer to develop a tool that will register new accounts on a site that requires unique proxies for each account and OTP verification codes sent to your phone/entered for PVA accounts. I want to enter the relevant data into an Excel spreadsheet and be able to generate new lists of accounts from spreadsheets.
