Create a script to describe images using a list of keywords (csv) with the API of OpenAI

Hi everyone,
I am looking for a freelancer that is able to help me to create a script to describe images (one at a time) using a list of keywords (csv) with the API of OpenAI.
1. I have an input csv file that contains a column with: x amount of keywords
2. I have a folder containing .jpg images. Each .jpg file name image contains the product SKU.
3. The output should be a CSV file with column A containing the product SKU and column B containing the keywords, separated by a comma and a space.
4. The image should be analyzed by an AI as if it were an art critic. For example: I will upload an image, and I expect the AI to identify exactly which keywords from my list apply to the image. The AI should act as an art critic and be as thorough as possible in selecting relevant keywords. It must evaluate each keyword one by one and return a complete list of all applicable terms. The AI should select all keywords from my list that match the image even slightly — including broader and overlapping categories.
5. Optimize the script so it will run perfectly for the lowest token amount (price) possible.
6. Assist me to let the script run on my computer, in case any installation is needed for Python etc. be patient :)
My maximum budget for this task is €100.
