Create new Joomla5 component for generating certificates (renew)

I am looking for a skilled Joomla developer to create a new component for generating certificates. The component should have the following functionality:
- Certificate generation with custom templates
- User database integration
Design:
I have a specific design in mind for the custom templates and will provide the design to the freelancer.
Timeline:
I have a flexible timeline for this project.
Ideal Skills and Experience:
- Experience in Joomla development
- Proficiency in PHP, HTML, and CSS
- Knowledge of certificate generation and user database integration
- Ability to work with provided design elements and incorporate them into the templates

At the end i need to get installation file so i can install this on any Joomla 3, 4 or 5 website.

I have everything in installable component and developing website is still active, so you can look live how it is done for today. Basically i need you to finish this project.
