Create and impelement new responsive design for existing Laravel project

For an existing project written in PHP, Laravel with MySQL database, there needs to be created a modern professional looking design for 11 pages. For the front page there will be delivered some extra content like a photo and footer content. This design then also needs to be implemented, preferably using Bootstrap. It needs to be fully responsive, so well suited for as well mobile devices like smartphones as tablets but also for larger screens. In the pdf attached you can see how the pages currently look like. The views are built with Laravel Blade. In one view there are checkboxes and dropdowns created on the fly by javascript, they will also need styling.
