Create a functional user Management dashboard for our Agency

Need a complex dashboard to manage our users, we need the web app to automate most of the user's process from the beginning to the end. The users will be able to automatically see their progress status on the dashboard, and also get automatic notifications via email and sms. The webapp will contain various forms at different stages of the process. We already have WebApp UI Kit/Template that we would love to use, We also have designs, break down of different functions we want at different stages. Below are some features that will be included in the web app.
1. Show Price, Currency based on user's country
2. Integration of payment gateway based on user's country
3. Smart email/sms notifications to users
4. Support system, (Users can send messages to admin based on different topics)
5. Automatic reminder emails/sms to users to complete a specific task
6. Integration with a good SMTP provider (Mailgun or sendinblue)
These are just summary, the step by step functions, mockup and workflow will be discussed on the chat
We are thinking of using Laravel+VueJs3 Framework. If there's a better platform to use for a good admin dashboard, Please advice.
