Create custom Web App + Mobile App + SAP Integration

Hello,
We would like to:
1- Develop a custom web app (Any framework is fine).
2- Integrate the web app with SAP (send & receive data from SAP).
3- iOS & Android Mobile App (Same features as web app, webview is fine).
Steps Overview:
-Fetch/copy PO records from SAP.
-User can also create new PO records from Web App.
-User assign PO to a user/s by selecting username/s.
-Comparison sheet/table is created (including vendors and PO data).
-Comparison is sent to manager/s to select a vendor or write a comment (all managers must submit to proceed).
-PO then converted to Invoice and sent/submitted to SAP.
Other options:
-Reports department: Dynamic reports based on all variables and factors, like date, user, fields, etc.
-Multi users and roles/permission.
Notes:
