Create custom WHMCS module

I need a custom WHMCS module/add on. The module needs to do the following,
When a client is about to pay and the client selects PayPal for paying, the module needs to select the PayPal email from a pool of PayPal addresses stored, there will be between 3 and 5 PayPal addresses. The selection needs to be randomly chosen and the PayPal email address needs to be rotated for each time a client wants to pay.
No crazy bids for this project, my max budget is $200.
