Create a course training website in arabic language

I need to create a training course website about the ecommerce in arabic language. I want you also to create an attractive content. The home page is about the course description and the payment is cach on delivery. So the user can register to login then i will give him access then he will get access to all videos.
Ps: the login or account could be opened pnly on 2 devices laptop and smartphone, it can be with the ip adress registred
