Create e-commerce website for exiting native mobile app as per the below details including few changes on the app

We have an existing mobile app and we would like to create a website for that mobile application, which include the attached requirments:-
the backend is already developed and we require a front end to integrate with the backend.
the selected vendor should have knowledge on the following technologies
1 Node JS
PHP Codeigniter
Native mobile app Swift for IOS and Java for android
the selected vendor will receive the website designs and will be required to change the designs from PSD to HTML.
the website will be in both languages Arabic/english
the scope will also include 4-5 bugs currently available in the app
Target timeline to complete the intial basic requirement of the e-commerce is end of February
the selected vendor should provide weekly progress reports and access to Jira
