Create a QR code and automatically validate it after scanning -- 2

Hello everyone, we need a Wordpress system which creates QR codes and which validate them after being scanned. QR codes can only be used once. How are QR codes created? Our users go to the page, fill in 3-4 fields with email address, name etc. and send the data. Then you have to confirm your email address in the mailbox and then you will be forwarded to the system where the QR code is displayed which can then be scanned by us. We then want to scan the code with the camera function of the iPhone and then get to a login-protected page. The login data are always the same. We as Admit have saved the access, so only we can validate the code. After validating the code which shows us that we have received all the contact data, the users get a free drink or something similar.
More Details: User 1 is shown the code after filling in his data and confirming the email. This code can only be redeemed once or can only be scanned once. User 2, for example an employee from the promotion team, is only allowed to validate the code. So we have to create a way that really only user 2 can validate the code. Because theoretically anyone can scan the QR code with their mobile phone. But we want only user 2 to be able to validate the code. We want to achieve this by ensuring that the page that is hidden behind the QR code is password protected and only user 2 has access. However, each QR code is always validated by user 2 with the same login data. The QR codes are different every time. So from different users 1 The database that is created should
