Create an app that delivers short videos to users

We need to create a social media app that enables users to upload short 10-15 seconds videos. Based on php for backend and React native or flutter front end or Both backend and frontend based on react native or flutter. Also integration of wasabi storage for storing videos and signal for messaging app is required
