Create WordPress function/plugin for admin adding notes to users

I'm looking for a way so an Admin can store a "Comments Like" message in the backend. I need to have a new column in the users.php table that say Notes with a button. That button will open this "Note Page" (In the backend) with all the notes for that particular User. Each note will appear separate from one to another but show on the same page. I need that each note for a particular user is stored with the date and time when it was written or edited and the name of the Admin who wrote it and show it on the "Page". On the top of the "Note Page" will have a box with a TinyMCE area to write. The system should allow images taken in the notes and or any other HTML data.
