Create a Web App to make Hybrid Video (part video and part still) or Video Editor like Biteable

OPTION 1: Please check attached reference video. I need to make a site where user can upload the video and select a part he wants. Then he can make that part moving and rest still photo. Then he can download it as GIF or high-resolution MP4. Users should also be able to add callouts, png/jpeg pics, buttons with hyperlinks, text and resize them. (optional) if possible, you may add some more features like cut, copy, rejoin, delete part of video clip and add background music.
OPTION 2:
I need an experienced programmer who can build a Web App to build Explainer/Animation video by user like Biteable. It should have a video player, a timeline, ability to cut, trim, splice, rejoin video on the go, ability to add/delete background audio, own recorded voice, insert logo, watermark drag and drop characters, scenes, props inside video, zoom in/zoom out feature, ability to add text of different font styles, sizes, colors, camera position feature, ability to export the end video as 720p and 1080p MP4 file etc are required. Ability to connect with API of Pixabay, Getty Images etc are required so that app can directly use their resources and offer to the users for their use, text to speech using API like Web Speech etc.

I need full source code and copyright and help in deployment/installation in server. Don't use any paid plugin/API/SDK for the project. Only open source allowed.
