Create Conversion Tracking Script

I need someone to create a conversion tracking script that detects a click and stores the information, then if a purchase is made storing it as a conversion, tracking a click once per user.

1. Google ads Tracking Template
Create a script Google will post click information, lots of resource on Google.
-Store info in db

2. Once a purchase has been made, update the users click details with a confirmed conversion.
This can be triggered from a Google Tag Manager Tag, you must create the custom code for this.

Please create in PHP & mySQL. Create the db structure and a simple script to take click data from Google to store into a db, tracking a session only once.
