Create Backup Script

I'm looking for somebody to help create a custom backup script that meets my specific needs. The language used is not specifically important as long as it works and meets the requirement, although I'm open to suggestions on what language would be the best fit. The type of backup I want is open to discussion -- I am looking for options such as local, remote or incremental backups. My preference is that existing files would be overwritten, but I am open to other solutions such as only updated files being changed. I need this script to be thorough and efficient, and I'm willing to have an open dialogue with the freelancer hired on the project to ensure the perfect solution for us both.
