Create a Artwork Proof approval web app the we can host.

I am looking for a developer to create an Artwork Proof Approval web app that can be hosted on our Cloudways server, that will operate on both desktop and mobile responsive. The web app should be integrated into our ordering system ( woo commerce and Odoo ) to trigger projects linked to our orders. We use Adobe Creative Suite and wish to allow allow users to upload their idea's, their draft documents and logo's ( and ensure the user supplies logo's in correct format ( vector ) and include a commenting and approval process feature with a workflow capability.
I prefer the web app to be developed using PHP/Laravel but am flexible if you have it already built in some other technology. The ideal candidate for the job should have experience in graphical web app development using PHP/Laravel and should be proficient in creating web apps that are responsive on both desktop and mobile platforms.
If you have an existing app. that you have built already, and need to modify it slightly, I will be very happy to discuss with you how we can use it for interacting with our customers and managing the workflow of creative artwork approval and integration with wetransfer to send the files to our printer suppliers.
