Courier Management System

i want a system to manage e-commerce orders shipping cash on delivery, with four portal,
1- cutomer (online vendors)
add shipment / order information and destination
print labels
view tracking history
view payment history / invoices
view returned products history/
make a complaint
dashboard with statistics

2-employees (can be more than 1)
view waiting for pick up orders and ability to mark them recieved by us
ability to modify order informations
view tracking history
view all orders of ALL customers
send these orders informations to one of the drivers / PDF file
recieve complaint about an order and treat it / transfer it to driver

3-drivers (can be more thatn one)
view coming orders / full informations / ability to download all this information PDF / EXCL
view tracking history of each one
ability to add new tracking information such as delivered canceled postponed ...ect
view complaint concerned these orders
dashboard with statistics
view invoices and thier payment history created by admin

4- admin
everything above and :
configure shiping prices to every customer based on order destination city only
configure commission for every driver based on reagions where he/she delivred the order
creat invoces for driver to calculate how many oders deliverd and how much he/she earned and how much to pay the admin
creat invoces for customer to calculate how much the admin must transfer to customer account
view customers list logins / reset password / create new cutomer
same to drivers and employees

5- Other
-loging form and signup form
- all what i mention above is only briefly

Now i want to know an estimation about this webapp /CMS how much it will cost ?
