Cost project management control software

I research a developer to create from scartch a cost project management control. it is necessary use a freemwork no coding for example Scriptcase or or laravel with query builder. I attach the featurs example template,but are necessary some changes. The changes are. add tables and informations, have many repoort and have a design with table and drag and drop and poppup (see the images attached).
