Converting php core code to laravel 8 restful api

We need someone who can work on a minimum budget to finish this project according to the resources we provide you.
So this is the project of LMS with a flow of student/teacher /org management system that was developed in PHP core we need it to someone who can convert it to PHP laravel API. We left with old codes that need to be converted or need to be replanned to finish this project.
React js experience will be a plus point as you also need to integrate with it and reuse few components if needed.
