Convert psd to HTML | bootstrap | laravel -- 2

We have a digital agency and create websites for small to medium sized enterprises. One of our selling points is that we provide unique webdesign’s, so not based on existing templates. This approach is good for the clients but gives us a lot of work.
All th designs are created in Photoshop and should be converted to HTML. After that they can to be build in our CMS system, a custom made system based on Laravel. This part is something we have to do, but it is important that the HTML is provided in a way that we easily can import it, and use it in Laravel.
I have worked in the past 10 years with a lot of freelancers that does the conversion, but I am looking for the holy grail that does quality conversion at a reasonable rate. As I am a web developer myself I know how much time something costs, so easy designs that take 3-4 days fulltime of work, that is ripping me off.
So I need a partner that I can send every week a new design.
I am very difficult to convince, I can hand in a test project that you can do. Try to convince me with your knowledge of conversions and your quality of work.
