Convert WordPress site to different PHP static pages or a different PHP framework

The Job: We have 210 pages according to the sitemap and we want them off of WordPress and onto a more simplistic PHP framework or semi-static PHP page that we control per page with a common header/footer, menu and a templated pages. Our site uses PHP, CSS3, JQuery, JavaScript, HTML5, WEBP and WEBM files. We also have a contact form with heavy spam filtering that we will lose when we lose WordPress. We want to keep that heavy spam filtering so that will likely need to be recreated using PHP. All pages have proper length titles, meta descriptions, keywords H1, H2 tags, ALT on all images, etc. SEO integrity is very important to us and we want to keep that integrity so everything will need to be moved but just hitting CTRL+U and copying the code won't work because WordPress adds tons of other unnecessary items such as RSS Feeds that we don't use nor do we want and that would need to be removed. WordPress also hardcodes links such as href-="https://www.domain.com/sub-folder" instead of href="/sub-folder" or href="sub-folder" and those would need to be updated. Each page needs to be mobile friendly and fast loading. CSS should be embedded into the page rather than an external file HTTP request. We will be adding hundreds of more tutorial pages to the website. Those pages will look exactly like the other tutorial pages we currently have displayed.

This job request would be creating a PHP template including a common menu, head and footer, CSS and templated HTML inside that will allow for copying and pasting the text directly from WordPress to each PHP created page. This includes copying and pasting the text from WordPress to the PHP pages.

History: We paid some developers to revamp our website. They convinced us to go WordPress. Ever since the beginning of this project, last August (2021), this has been a nightmare. 7 months later we find our website deindexed by Google, slow and clunky so we had to go to cloudflare to help out with speed and caching, cited for duplicate content because the developers kept our Darna WordPress theme in demo mode and put 4000+ exact duplicate pages from the theme that had nothing to do with our site, cited by Google for too many redirections for which are being caused by WordPress apparently, cited by Google for not having mobile friendly webpages again caused by WordPress, cited by Google for not being able to obtain our CSS referenced file as another HTTP request and many other nightmarish things have taken place over the past 7 months. We have been able to get most of our webpages manually indexed by Google by resubmitting each page individually for reconsideration at a maximum of 10 pages per day and that has worked for all but 18 pages which Google will crawl but not index for whatever reason. Prior to WordPress, we had the site for 15 years on a static/semi-dynamic PHP pages and everything was indexed and ranked very well with Google in all the keyword phrases for which we were after. After WordPress, our Google indexing, rankings and website are a complete and utter disaster. We do not want to hear how good you think WordPress is and how 70% of the web uses WordPress because we are already aware. We are done with WordPress.
