Convert PHP to Golang -- 3

Need to convert the file attached to golang from php. Before contact me please check the file in detail and only contact me only if you are confident you can do it. I been already left down by 3 freelancers who pretend they can convert but was just waste of time.
Alot of work avaible for the right candidate
